Maryland Offshore Wind Research Grants Now Available
To further Maryland’s role as an offshore wind energy development hub, the Maryland Energy Administration (MEA) has announced a $2 million Request for Application (RFA). The request seeks proposals from Maryland’s public colleges and universities, and will award grants between $250,000 and $1,000,000 on a competitive basis.
Issued in collaboration with the Maryland Higher Education Commission (MHEC), the RFA and subsequent grants will be paid for with funds committed by Exelon as a condition of its merger with Constellation Energy.

48C Phase II Tax Credit Announced; Webinar Scheduled for February 12, 2013

As you know, the Advanced Energy Manufacturing Tax Credits (commonly referred to as 48C) was established by the Recovery Act to support investment in domestic clean energy and energy efficiency manufacturing facilities through a competitively-awarded 30% investment tax credit.
I wanted to make sure that you saw yesterday’s announcement (below) about the availability of $150 million in a second round of 48C. The initial round provided $2.3 billion in credits to 183 projects across the country. The $150 million in tax credits are being made available now because they were not used by the previous awardees.
These remaining tax credits will be allocated on a competitive basis. Projects will be assessed by the Department of Energy based on the following criteria: commercial viability, domestic job creation, technological innovation, speed to project completion, and potential for reducing air pollution and greenhouse gas emissions. The Department of Energy will also consider additional factors including diversity of geography, technology, project size, and regional economic development.

The program supports manufacturing of a range of clean energy products, from renewable energy equipment to energy efficiency products to advanced energy storage and carbon capture technology.

DOE will be hosting an informational webinar on the 48C Phase II Program for potential applicants (taxpayers) on February 12, 2013 at 2:00 Eastern time. This initial webinar will provide information about how to prepare the Concept Paper. Participants will have the opportunity to submit written questions during the webinar. Answers will be posted on the

DOE’s eXCHANGE system under the 48C Phase II opportunity announcement. The February 12, 2013 webinar will address topics related to the Concept Paper phase of the process only. Applicants who are subsequently invited to submit a Full Application will also be invited to a webinar addressing that stage of the process.

Small and medium sized enterprises (SME) based in Maryland that are considering to participate in Maryland’s offshore wind energy supply chain are encouraged to complete the attached short profile in for the Business Coalition to build up a data bank of possible resources and future contact and development.
Special Interest Groups
It is expected that BizMDOWS will help establish Special Interest Groups (SIGs), which will be organized by sector and/or topic area and will seek to engage with companies that share common interests. Examples of SIGs include:
- Trade opportunities such as light-structure manufacturing
- Painting
- Transport
- Marinized components
- Computational process modeling
SIGs are expected to consist of small number of members. It is anticipated that support can be given to SIGs through workshops and webinars but can also include activities such as site visits and organized visits to trade-fairs and relevant conferences in the US and abroad.

Networking Events and Conferences
BizMDOWD will list important industry events organized throughout the year in response to offshore wind energy. Examples of past events include AWEA’s Offshore Wind Energy Conference in Baltimore. These events provide valuable networking opportunities for Maryland businesses.
In addition, BizMDOSW will provide references, resources, developments and lessons learned from Europe’s offshore wind energy supply chains.
